About Proof of residency, New Mexico

Proof of residency, New Mexico?
Have friend from England, has lived and worked in New Mexico for 17 years. Has green card,pays taxes, pays gross receipts taxes, pays child support,property taxes and has a New Mexico drivers license. He lives here! Now, he gets a letter from New Mexico taxation and revenue, prompted by the Governors office, to prove residency, in person,in Albuquerque, within 30 days. That is 3 hours away by the way. Is this legal? Can the Governor do this to immigrants? The letter states that if he does not appear in person, by appointment, his drivers license will be canceled. What is up with this? Any legal,ethical opinion? Thanks!..........

If he has valid green card, why can't he just go to the office and clear up all this issue?

Yes this is legal. He should not worry if he did nothing wrong and has nothing to hide. It will just be an appearance that must be respected and obeyed. Immigrants are just that, immigrants. Maybe he forgot to renew something or file correct paperwork. It's pure guesswork until he goes and solves the problem.

New Mexico is one of three states that still do not require proof of legal status. Because of this, illegal immigrants from other states use false addresses to obtain driver's licenses and IDs. Governor Martinez has ordered the DMV to verify state residency of all foreign citizens who did not submit SSNs when they applied for a license or ID. It is unfortunate that people like your friend are being inconvenienced by New Mexico's inability to prevent driver's license and ID fraud.

They just need sight of his green card A friend had something similar for property homestead allowance .. he had to produce his green card at the country building after about 8 years with no problem a nuisance but not a great problem

Seems to me Marteenis failed to get the open borders law revoked so she is using the DMV along with Rove's ever effective fear mongering spin as a backdoor. Encouraging police to harass anyone they even suspect is an immigrant did not even begin to satiate her appetite. Meanwhile Fox news and Arizona applaud her efforts to feed the fires of hatred. But your question really requires an immigration attorney. I would suggest your friend give the ACLU a call. But in the end, his choice is to eat caca and tip toe through the tulips like the rest of us peasants......or he spends the next 10 years as a sacrificial lamb in a justice system ruled by drugs, pimps and payoffs. While we entertain ourselves with police-state topics of terror, other countries like Canada welcome immigrants as the facts show they greatly expand GDP, growth and intellectual prosperity.
