"No criminal record" documents are a normal request. Either the Albuquerque Police Department or the county Sheriff's Office can provide one (maybe both agencies, but call first). Same with fingerprints. You will have to go to their appropriate office in person and there is usually a fee. The letter will be on departmental stationary with signatures so it will be an official document.
